EN 45545 is the European standard for fire protection on railway vehicles. It requires that all materials used in rolling stock are tested and classified against reaction-to-fire criteria, covering flame spread, heat release, smoke production, and ignitability. Each material is assigned a hazard level (HL1, HL2, or HL3) based on the vehicle type and the material's location within it. Market approval for rail vehicles in EU member states requires documentary evidence of EN 45545 compliance for all applicable materials.

Regulatory authorities and rail operators require that fire classification results are produced by an accredited, independent laboratory with no commercial relationship to the material being tested. This independence ensures that results are defensible in regulatory submissions, procurement processes, and legal proceedings. Manufacturer-provided data does not meet this requirement.
